Entry-level professional and technical planning position assisting with various aspects of the City’s planning program such as processing routine land use applications, reviewing building permits for zoning compliance, maintaining and creating maps and other planning related graphical information, informing the public of planning regulations and procedures, and conducting research and analysis for a variety of planning activities.

ESSENTIAL DUTIES: The following duties are illustrative only and are not intended to be all inclusive:

Perform as case coordinator on routine land use cases which includes: consultation with applicant, facilitation of neighborhood meetings, posting, publishing notices, coordination with other departments and service providers; analysis of application with respect to the City’s regulations, requirements of service providers, and good planning practices. Write reports summarizing analysis and recommendations and present to the appropriate board or commission including the Board of Adjustment, Planning Commission and City Council.

Advise citizens, applicants, co-workers, superiors, other departments and Board and Commission members on zoning and planning regulations, policies and procedures; prepare and update graphics and maps; provide copies of plans and development documents as requested by the public. Serve as Planner-of-the-Day responding to walk-in customers and approving certain over-the-counter permits.

Review, interpret, and analyze building permits for compliance with zoning requirements; review sites for verification of development completion according to approved plans; verify zoning and land use for sales tax and business license applications.

Management of pre-application process including review of submittals, preparation and distribution of materials, preparation of exhibits and preparation of meeting minutes.

Assist in the preparation of special reports; conduct background research and/or analysis for short-term, long-term, and special projects as assigned; make changes to or create forms, pamphlets, or checklists to assist the public; revise, update, and create when needed official zoning maps; maintain files of permanent mapping records.

Manage mapping and informational resources, maps, and databases for the Long-Range and Current Planning Divisions. This includes maintaining, revising and updating data layers and zoning, comprehensive plan future land use, district and informational maps and facilitate changes to the official zoning maps and managing official City Mylar records.

QUALIFICATIONS:
Knowledge: - Modern planning principles and practices, land use principles and practices including zoning and subdivision; statistics and standards; computers, database, word processing, CAD and GIS programs, drafting principles, practices and equipment; working knowledge of legal principles and Colorado Revised Statutes as they apply to the job.

Skills: - Demonstrated skill in the operation of equipment necessary to perform the functions of the job. Customer service skills to work with tact and diplomacy with diverse constituents and difficult customers. Analytical skills to review applications relative to applicable local/state/federal laws. Public speaking skills.

Abilities: - Carry planning assignments to completion; analyze and systematically compile technical and statistical information; read and interpret plans, regulations, maps, and written communication; operate personal computer and various software (Windows NT; Microsoft Office suite, AutoCAD version 14, preferably Adobe Creative suite, and ArcGIS and Arcview); develop and maintain effective working relationships; communicate effectively, orally, written and graphically.

EVIDENCE OF QUALIFICATIONS:
Training – Bachelor’s degree in planning or related field required; Master’s degree preferred.

Experience - Minimum of one (1) year experience in planning is required.

Any equivalent combination of training/experience that demonstrates possession of required knowledge, skills, abilities.

SPECIAL REQUIREMENTS:
Possess a current and valid Colorado driver’s license or ability to obtain within thirty (30) days from date of hire. Must meet city policy standards pertaining to driver’s license requirements
