Manages operations and services of the division including organizing and supervising major professional work within the organization and providing technical counsel as staff liaison to the Development Permits and Appeals Board. Coordinates divisional activities with other City divisions and departments and outside agencies; establishes division goals, objectives, policies and procedures in accordance with the department and City’s mission statement and goals; provides professional, administrative and technical support. Advises on technical and policy issues related to planning, zoning and development. Manages, supervises and directs the activities of assigned staff and functions; makes recommendations regarding hiring, discipline, termination or advancement of employees. Schedules employees, assigns work, and monitors progress; guides, trains and develops employees in the accomplishment of their duties and professional growth; writes and conducts evaluations. Plans, coordinates and reviews the work plan for assigned projects and responsibilities including annexations, zoning requests, subdivisions and development permits; defines code requirements for development applications. Prepares or evaluates technical reports and plans; edits and reviews designs, reports and plans to ensure completeness and compatibility with adopted policies. Meets with civic, business and governmental groups and individuals to explain policies, plans and procedures; meets and works with community groups and organizations to determine their needs for new and revised policies and ordinances. Represents the City in meetings with developers, builders, business groups, special districts and other government agencies. Works with community members to assess needs for new or revised policies. Negotiates with developers and consultants to modify project designs in favor of City policies and desires. Interprets the land use codes. Prepares and administers the division budget; forecasts necessary funds for staffing, materials and supplies; submits budget recommendations and justifications. Monitors expenditures against approved budget. Proposes divisional programs, projects, operations and services; develops a strategy and work plan for the successful achievement of program and project goals. Coordinates divisional activities with other City divisions and departments and organizations; serves as staff liaison with other departments regarding land use cases; provides information and resources to City officials, departments and other organizations. Provides staff assistance and technical support to the division and other departments; conducts financial, organizational and operational service delivery studies; makes recommendations to address and resolve identified service delivery issues. Attends, participates and makes public presentations in organizational and community meetings; responds to and resolves community and organizational inquiries and complaints. Prepares and presents staff reports and other necessary documents or correspondence to appropriate boards, groups or committees. May serve in an acting capacity during absences. Performs other duties as assigned.

Education/Experience:
Bachelor’s degree in Planning or related field from an accredited college or university; five years’ progressively responsible experience in urban planning; two years’ supervisory experience. Equivalent combinations of education and experience may be considered. Master’s degree in Planning is highly desirable.

Licensing/Certification Requirements:
Valid Colorado driver’s license with a safe driving record. American Institute of Certified Planners designation is strongly preferred.

Salary: 
$83,143.00 - $103,929.00 Annually
